You might like Eclipse or Anjuta.

Other options include MonoDevelop, gedit, emacs, vim... really depends on what you're looking for. The ones most similar to kdevelop are Anjuta and Eclipse.

Also, depending on which programming language(s) you want to use, there may be more narrowly-targeted IDEs available. Python, for example, has idle, eric, and pida, plus some other assorted tools like 'bicyclerepair'.
