after upgrade to ubuntu 16.04 it keep freezing up

its just freezing up all the time, I click on something or open a tab or a file and the time and system monitor stops for a few seconds to minutes, mouse sometimes can keep moving but not all the time and it seem like it's doing it more and more. the system monitor is showing it's not over working. If anything it looks lower then when I was running 14.

I'm on a dell Dimension E310

so some of it read it may be the kernel. but I don't want to start trying things if I don't know if this is my problem after all as you go down the page and read it comes across as guessing. Not cool and I have no clue about what kernel is or does.
So that why I like to come here and ask. it takes some time but the help here can narrow it down and find out the what, what. and gives me more of a what to do step by step :)

Hold SHIFT at boot and use cursor keys to select the older kernel

worst thing ever
I did what you said I picked ubuntu with linux 4.4.0.-31
it was the next one down
and not 3 minutes to boot pages scroll with a waterfall look, breaking up to the point I can read the page as it moves.
page load up slow

I rebooted and pick the 4.4.0-34
and still stuck with this slow bootup and waterfall scrolling.
from frustration with it freezing up to impossible to use. :(

is there nothing I can try it's getting worse now it's freezing up and taking 2 to 3 minutes and sometimes even longer. :(
