1. You have already created a bug report, so there is only limited benefit from having a question document in addition.

2. There are some PPAs with clementine 1.3 for xenial, see https://launchpad.net/ubuntu/+ppas?name_filter=clementine
I have not found one with an armhf version so far, but only "missing dependency" like https://launchpad.net/ubuntu/+source/clementine/1.3~rc1-1build1/+build/9671955
It seems that libprojectm-dev (>= 2.0.1+dfsg-6) for armhf has to be built first.
