why is install trying to download 700 meg when I already have it?

using windows xp home. downloaded iso to folder and did extract of files because iso to cd didn't work. ran install, but it insists on trying to download 700 meg from a very slow pc. My orig 700 meg download took 5 mins, this says 10 hours. this seems to be wasting time.

You are installing Ubuntu improperly. Ubuntu must be installed through restarting your computer, and booting from the CD. You also cannot extract an iso and get it to work. Have a look at the Switching from Windows guide, which explains everything that I've mentioned from start to finish. https://help.ubuntu.com/8.04/switching/index.html
