Cannot install from canadian mirror

Whenever I try to upgrade my 7.10 version to new 8.04 version I get the following error for all relevant packages:
Failed to fetch http://ca.archive.ubuntu.com/ubuntu/dists/gutsy-updates/universe/i18n/Translation-en_CA.bz2 Could not connect to ca.archive.ubuntu.com:80 (129.97.134.71)

Cannot even ping the server. Is this mirror still active?
Do I need to use a different mirror? If so, how do I change the mirror preferences?

and if you are downloading normally,use local servers in Apt/Synaptic sources.

Now alternative is since your local server is not working:

uncheck everything but official Canonical-supported packages in the "Manage Repositories" and "Software Sources" section..

and change the download server to "Main Server".

I've attempted doing the exact same update on the en_CA server, and it was successful. Are all of your software sources enabled? Are you able to download files from Synaptic?

Can you help with this problem?
