installing IE in 8.04 LTS

I found IEs 4 Linux with google. All references point to either (edgy) or (dapper). My question is after installing WINE will these instructions apply by changing from (edgy) to (heron).

Probably, but there's only one way to find out, and that is to try.
IE4Linux is probably not useful to you anyway since it's quite heavily dependent on windows so pages that require ActiveX and such won't work anyway.
I see it as more of an experiment and a funny quirk than something to be used.
