Rotating "loading" mouse cursor is missing

Whenever any application puts in the rotating circular loading cursor, the cursor disappears.

I really need this fixed. It's global across all of GNOME, and apparently the cursor appears quite often.

This problem does NOT appear to be dependent on what theme I'm using, as I've tried various themes and they each are missing the loading cursor.

Disabling and Enabling Compiz doesn't seem to do anything for the cursor.
