KDE 4.0 and Administration mode

I am using KDE 4, and I want to access the time settings. In KDE 3, you have to click Administration mode to access anything. In KDE 4, I am blocked out of the time setting area, and I can't find the Administration button. Where do I make myself access all the settings in administration.

The official Date & Time module requires administrator privileges.
Kubuntu's System settings doesn't have an administration mode integrated just yet, so you won't be able to configure it by running systemsettings normally. You must run system settings from the console by running "kdesudo /usr/lib/kde4/bin/systemsettings".
