My Distribution Upgrade Stopped with 4 minutes left and now I have an inop machine

When offered a distribution upgrade I proceeded and it got down to 4 minutes and never finished. Now my Ubuntu machine boots up to the sign in and when I enter the sign in I get a blank desktop with no further options. Prior to this the system was doing fine.

Can you log in in "failsafe gnome" mode? (Change your session from the login options menu).

In any case, the _best thing would be to reinstall.
