How to make a feature request?

Should I 'report a bug' or make 'New Specification' or both or other?

You will want ti make a new specification...

1. Go to https://blueprints.launchpad.net/ubuntu/+specs
2. Click on New "Specification" in the left column.
3. Fill in the details...
