Hardy Upgrde from Gusty

I am unable to download all packages. It is giving Unauthorized error message. I m getting following error messages.

Failed to fetch http://archive.ubuntu.com/ubuntu/pool/main/o/openoffice.org/openoffice.org-core_2.4.0-3ubuntu6_i386.deb 403 Unauthorized [IP: 91.189.92.22 80]

I believe this is server related, because everyone is trying to upgrade. I too received the same error. Wait a couple of days, and hopefully it will be accessible soon!
