Yes. It will be able to upgrade to the new version in 3 days (I hope...). You have more information at ubuntu's official page: http://www.ubuntu.com/getubuntu/upgrading. I suppose that the web will be updated when the new version comes out.

I Would beleave that i would be able to upgrade from 7.10 to 8 but im not 100% sure
