Difference between update manager and synaptic package manager

I want to know what is the difference between update manager and synaptic package manager? Can anybody help on this issue?

Update manager is a small tool specifically designed for upgrading packages that are already installed, or upgrading from one release to another.

Synaptic can also upgrade packages but also has the ability to install new packages.
