How to propose an enhancement?

I've one useful enhancement on the profiles skeleton to prevent ~/.profile from patching and to use ~/.profile.d instead. Currently I'm using patch util https://github.com/rumkin/profile_patcher. How can I propose this enhancement to be implemented in Ubuntu? Should I report this as a bug?
