error upgrading mysql ubuntu server 16.04

Mysql works fine on Ubuntu server 16.04 but can't be upgraded, here what happens when apt-get

If you stop mysql first, then upgrade does it help?

Nope , I tried that , did not help. also tried with sudo su - and su
