ubuntu shutdown-screen flashes & shows ^[[2~ characters.

I am facing some strange problem in ubuntu a few times. I'm using 14.04.04 lts

after clicking shutdown, the screen shows ^[[2~ ... & dont shutdown at all & flashes untill the battery is fully drained.
I dont know what it means by those characters & a similar issue I faced yesterday on "update information" window after clicking 'run this action now' button. the Terminal window was filled in by ^[[2~ characters.

Does anyone know what could be causing the problem, and how to fix it?

Such effect can (among others) be caused by a stuck key on the keyboard.

seems problem with video card, try revert video drivers
for old version ( if your version is new ), or install the
last version of video card. ( if your version is old ).

If you use:

sudo shutdown -h now

Does it turn off OK?

^[[2~ (or CSI 2 ~) is the code sent by the "insert" key on the keyboard (or eventually the "num keypad 0" key if numlock is not on).
I recommend that you verify that these keys are not defective on your keyboard.

Is this a laptop with built-in keyboard, or an external keyboard?
If it is external, do you have the chance to try another keyboard?
