USB kybd/mouse not detected at boot

On boot, I have no keyboard or mouse. If I unplug the keybd or mouse and plug at a different usb port, I may get access.

I was running Xubuntu 15.10 when this occurred, I upgraded to 16.10 and it is the same.

The machine can dual boot to win10 with no problem, it seems
Motherboard: ASUS X99-S
CPU: INTEL I7-5820K

16.10 is prerelease and not stable. I suggest you report a bug.

Make sure you set the legacy USB setting in your BIOS

Correction: Xubuntu 16.04 not 16.10

legacy USB settings are active in BIOS,

this worked fine for a month, then suddenly failed, then I upgraded to 16.04 but still fails.
