Unattended-upgrade on by default despite selecting no in setup

I installed Ubuntu Server LTS 16.04 on my server. At the end, it asks the question if it should enable automatic updates. Following options are available: yes, major security updates only, no. I chose no. However, I found out that despite me choosing no over major security updates only, it installed a kernel update last night on its own.

Is this a bug or is this desired to be like this? It feels a bit like Windows if I say no and it updates nevertheless....
