shut down problem

ubuntu 15.10 shut down appears normal splash with red dots. Then a new red background pops on with password
guest login. (my background screen is set off white) Entering password loads new session. Manual power switch is only shut down.
Windows 7 pro ok.

Ubuntu 15.10 is end of life really soon:

You may want to upgrade to Xenial and enjoy support until April 2021.

If you use:
sudo shutdown -h now

Does the system power off OK?

What Windows does or doesn't do is irrelevant. It's a totally different OS with completely different support.

Ubuntu has decided 15.10 will be my last OS due to graphics support. Laptop is HP-Compaq 6715b AMD Gallium 0.4 on ATI RS690 Graphics. Tried 16.04, produces interesting triangular screen, top left to bottom right good. Launch icons same shape as they are dependent on background screen. Both Os's use same BIOS. 14.04 has a habit of shutting down setting rfkill to blocked. Windows trouble shooter will say cable is unplugged. Quick fix is boot in recovery, when the GUI pops up select "enable networking" Wireless light will come on. Manual Power Down. Right now setled has turned off my caplock and audio control keyboard leds. Terminal want to know if I am in console.

one problem at a time. KISS applies. Shutdown is my current concern. Any help is very appreciated.

sudo shutdown -h now works. It allso stops grub boot from auto launching at second = 0.
