Problem with Using 2 AMD Cards in 16.04

I have two identical AMD Cards and whichever card I name in the BIOS as primary correctly displays the desktop and allows me to orient the desktop directly (landscape, portrait, etc).

The secondary card will not allow the settings to be changed in anyway. Performance is not ideal although the displays on the secondary card do work and applications will run on them.

While I am a relatively new user to Ubuntu I am quite willing to help provide further information for de-bugging purposes.

Please note that I had the same issue in 14.04 even after installing the FGLRX drivers.

I appreciate any help that can be provided.

I have to say that I am surprised to have not heard a response on this issue. Is there a better place to post it?
