I was told a brand new version of GNOME was presently out and would soon be release. How do I go about downloading it to my system and can it disrupt my system in anyway or present any harm?

The new GNOME version (2.22) will be available by installing upcoming version of Ubunutu, Hardy.

If you want to install it on your current system (Gutsy I suppose) you have to download GNOME latest source release and compile all of its components, though it may cause some problems since Ubuntu/Debian always do some patching to vanilla versions of GNOME.
