Installing .deb files on Ubuntu 16.04

I have problem with new app store (Ubuntu Software) on Ubuntu 16.04 LTS. I can't install .deb files (Skype WorldOfGoo) with the new Ubuntu Software. When i'm pressing Install, progress bar on left menu isn't going forward, and stay in one place. When I restarted computer, this progress bar is disappear, and nothing is installed. In Ubuntu 15.10 wasn't any problem. :/

Where are the debs stored? I can give a simple command.

Or you can install Gdebi and use that but the command line is a bit easier to advise on a forum.
