Upgrading and installing new software under 16.04

After upgrading from 15.10 to 16.04 Ubuntu, I do not find how to upgrade and install new software under 16.04. Some of the previous icons to start tasks are not there anymore.
How to resolve this?

sudo apt-get install software-center synaptic

Use one of those.
