Software Updater not working inv16.04 64 bit

Shows or says Downloading but nothing is getting in or show in files being down loaded and finally quits . . I am watch System Monitor so I see the incoming or out going web

This morning it is doing something different Screen is not changing to Radiance and the screen size is now different
This BLACK border stuff is dumb Hard to see some things . . WTF is going on
It finally did a update late yesterday and to day geez !
