when upgrading 16.04 it crashed before it was complete, wont finish upgrade or update

when upgrading to 16.04 it crashed before it was complete. now I can't finish the upgrade or do any updates. it calls it a "broken count".Don't know what to do as it is not complete. Should I download 16.04 and reinstall or is there another solution? Appreciate any help you can give me.
