i use ubuntu 9.10 and i can not update or upgrade at all

i can not use any comand install like apt get or update for ubuntu 9.10 desktop

9.10 reached the end of its life April 30 2011.

You need a new install.

Go for an LTS (Long Term Support) version - it will last longer then an ordinary issue.

You could upgrade to 10.04 using the alternative ISO, you can then upgrade to 12.04 and you can then upgrade to 16.04

This will take a LOT of time and a LOT of data and you'll probably have a bit of a shakey OS. I recommend a clean install, wipe the old one off and then restore your user data from your backups.
