Can't download ubuntu to dell C640 laptop

Dell C640 laptop running XP 32-bit , can't get support for XP anymore. Want to run Ubuntu, but can't seem to get it download and run. Tried 16,14,and 12. It starts to load and then it says "could not download meta-something file". I even tried downloading that file, but it still didn't work.

You do not "run Ubuntu", but you have to boot into Ubuntu.
You have to download the Ubuntu *.iso installation kit, and then prepare a DVD or a bootable USB stick with that installer.
Some years ago there was a possibility ("wubi") to run Ubuntu inside a Windows installation, but that does not work any more.

Download the ISO and MD5 test it.
Use Unetbootin to transfer the ISO to a USB stick or open the file with your CD burning software to burn a CD (use the slowest speed possible)
Reboot the system and boot the install media then install Ubuntu as you wish

Actually I did get Ubuntu 12 to load inside of windows, then once it started then I am upgrading it to 14 as I type. I will let everyone know how it works tomorrow. Thanks, I just wouldn't give up on making it work.

The software you are using to install Ubuntu in Windows (wubi) has not been developed for over 5 years and is completely abandoned. It is not a long term solution and is intended as a quick and dirty try before you buy. You cannot upgrade from the release you installed without breaking it. It's awful
