After I ubgrade to ubuntu 16, I can not login,
enter login password, returned to login window

There is no Lubuntu 16, there is Lubuntu 16.04

If you drop to TTY1 and login there then run:

sudo apt-get clean
sudo chown -R $USER:$USER $HOME
sudo reboot

Is it OK then?

There are hundreds of guides online for this...

LibreOffice development is much more rapid. Unless you need some of the features in OpenOffice I suggest you use LibreOffice

Actually I am new user to Ubuntu OS
so I used to use OpenOffice, also I would like to know how install program in Ubuntu

As you use the OS, you will learn. Just as you did with Windows.

The issue you had was a permission issue probably caused by running GUI applications with sudo. The system has now got this sorted out. One way to avoid it was to use gksudo but this isn't even in the default install (but is available if you desire it)
