Questions about older kernel usage in Ubuntu 16.04

There is an issue with my graphics driver in the kernel used by the new Ubuntu 16.04. Questions: Could I install an older kernel in the terminal (sudo apt-get install linux-image-4.1.23-lts linux-headers-4.1.23-lts) and then reboot? Would Ubuntu 16.04 still work? Would the fix be permanent?

Don't see why not. The kernel will stand with the others so you can simply use GRUB to boot back to the kernel you are presently using. It's free to try.

Very well. Would you be able to advise me on what I would have to do to make the switch permanent? That is, so I would not have to use grub at each reboot.

If the kernel is fine, then simply make it the only kernel on the system. You should also apt-pin the kernel packages so that you don't get a new kernel via regular updates. Lots of guides online on how to do that
