systemd - Where's the correct place to ask for change?

I disagree with systemd.
Moving to upstart causes breakage in networking and other desktop widgets in Unity.
I'm hitting these problems now as systemd is hitting 16.04 LTS.

Where is the correct place to officially complain about the decision to have systemd be the default for desktop systems, and improve choices for those that don't want to run it?
