Network install of 16.04 fails with bad URL for squashfs

In trying to get network installs of 16.04 working, I am finding that the installs are failing when attempting to download the filesystem.squashfs over the network.

The URL that is shown in the log is "/cdromhttp://...." instead of just "http://....". Was there a change in the preseed file values that is causing '/cdrom' to be prepended to the URL similar to the change that occurred in 12.10? I could not find anything in release notes about such a change.

I should also add that the current preseed file that is being used to perform the network install as the following preseed line

d-i live-installer/net-image string http://172.99.1.5:8026/hanlon/api/v1/image/os/4wg1H8h92xPV5IoJZknlvr/install/filesystem.squashfs

That URL does return the filesystem.squashfs image.
