What's going on ? (after 16.04 update)
With dmesg command I can see lots of

apt-daily.timer spreads the daily APT maintenance over 12 hours to avoid a DDOS from Ubuntu installs on Ubuntu Archives.

If all installs do this at precisely 00:00 the servers would go down.
