The numbers are Year.Month

So 17.04 will be released in 20(17) in April (the 4th month)....

Ubuntu 16.10 will be based on 16.04, which is currently being published.
I assume that work on 16.10 will start within the coming days.
For a rough sketch of the schedule you can use the documents from Wily and add a year https://wiki.ubuntu.com/WilyWerewolf/ReleaseSchedule

Also note that 16.10 is not LTS and will only be supported until September next year. 16.04 is LTS and supported til April 2021.

Key decision for that release will only be taken next week on the Ubuntu summit http://summit.ubuntu.com/
So there cannot be any alpha or beta release yet.

I strongly suggest that you use the current 16.04 release.
If you want to participate, please help solving the remaining problems with that one.
