Keyboard detection is unable to detect current keyboard layout during fresh install of 16.04 beta 2

I'm installing a fresh 16.04 beta 2 server into a virtual server (vmware), at the keyboard layout detection, ubuntu is unable to detect the keybard layout. I've tested with the french installation language and locale, and the english one, the result is the same...

Is it a known bug ?

The problem is the same on my laptop keyboard or on an external keyboard.

Here is the installation process and choices that i've made :

First on boot choose : English
Then : Choose Install ubuntu server
Choose language : english
Select location : others->europe->france

Warning no locale defined for the combination of language and country
-> choose united states

config keyboard, detect layout ? yes
press key : y
is there a ç on the keyboard ? yes
press : ç

--> keycode 10 was not expected -- ignored
