Format PC and reinstall

I am using Ubuntu 14.04 LTS as the only OS for operating my Laptop (PC). Since few days the base of my laptop is getting overheated and the operation in the laptop runs slow. I use a cooling fan to overcome the heating problem, yet it hardly resolves the issue. When I see movie, the Laptop gets shut down abruptly. Start up and Shut down takes time. I have voided out all the sub folders to create more and more space. Still the above mentioned problem remains the same.

My queries are:
1) Shall I go for complete formatting of HDD and reinstall 14.04 or 15.10? If Yes, please guide me how to Format 14.04 LTS and remove it completely?
2) As my CD drive is not working, I need to install the .iso file (I have ubuntu-15.10-desktop-amd64.iso) using a USB drive (from pen drive). How do I move ahead after formatting?

Please suggest.

I suggest you use Xenial if you are going for a clean install. It is LTS and supported til April 2021. It is prerelease now but will be released in April this year.

You can use Unetbootin to transfer the ISO to USB and then tell your BIOS to boot the USB, wipe the install off and do a clean install of the OS.

You can restore your user data from your backups.

Thank you Andrew for your guidance. I would like to go for Xenial series. I have downloaded the Beta release- Ubuntu 16.04 (Xenial Xerus) Beta 2. So, I am also preparing the USB flash drive from ISO file using Unetbootin S/w. Could you please tell me how to get into BIOS and do the installation?

Does this completely removes 14.10 and formats my complete HDD?

Dear Andrew, Thanks for the Unetbootin S/w. I have done it. Last night I started with this and made my USB storage bootable and installed the ISO file of UBUNTU 16.04 Beta 2 (Xenial). Then changed the preference in BIOS to boot it from USB storage, saved and restarted the PC. Then everything went on smoothly. I am happy with this. Thanks a lot to you. I also completely formatted the PC. Thanks.
