How do I add a new user to my Ubuntu 15.04 OS

I would like to a new user to my PC but without admin access.

You cannot do that. Adding a user is an admin task.

15.04 is also EOL and no longer supported in any way. I suggest you perform a clean install of Xenial (Ubuntu 16.04) and enjoy LTS support until April 2021.

Sorry I said 15.04 OS it's 15.10

So how is it done on 16:04 when comes out in April?
