Where to request new apps ?

The more I look here, the more it seems the wrong place to inquire, but I haven't found a better place yet so...

I am not a programmer but I have an idea for a (likely simple) application that isn't included in a Linux package, at least not so far. What is the proper site to make an "application request"?
FYI - What I'm looking for is a simple program to manage an NFL football pot we have every fall for a few family & friends. It would have to be mostly point & click rather than tables & queries since that is where our skill level is at. Seems like this is common enough that it would get a lot of use, and it would basically be a simple, very small database wouldn't it?

Anyways, sorry if this is off-topic enough and just muddies up the traffic, but a point in the right direction would be appreciated if this isn't the proper place. If there is any interest I can reply with more specifics.

You might get a better response by asking around on the Ubuntu Community Forums, where you might find out if there is a suitable application available already. If not, you might find some like minded individuals who might be interested in building such an app. Other options would be too look around on sourceforge or any of the other open source hubs of activity.
