how do i install a new ubuntu?

Hello, I have recently installed Ubuntu 15.10 and since, everything has gone wrong. I can't access the desktop and I can't boot a Ubuntu cd from my drive. I can only access terminal. Is there any way to fix this? I can run updates in the terminal but can't get to the desktop and the log in screen is stuck in a loop

If you run:

sudo do-release-upgrade -d

You can upgrade to Xenial which is released next month and will be LTS and supported til April 2021. The newer packages may help.

Ok thank you.

I am wondering, if Xenial is not due to come out until next month how can I install it? I mean, Denial is not even on the Ubuntu download page. I am just currious

It's in prerelease at the moment, hence the -d option on the command for (d)evelopment option.

You have to distinguish the cd mirror servers and the package servers.
Xenial is not available yet on the normal CD servers and the download page, (only on a specific one), but the packages should already be available on all package mirror servers. And that is what's needed for sudo do-releaseupgrade -d

Okay, I have done the above command and the terminal is looking a the xenial packages. I will let you know whether I can get into my desktop or not.

I wish I knew what went wrong with the OS and why I cannot get into the desktop
