how do we get the access to edit or create a new page,coz i checked all help section but still its come you are not allowed to edit this page....Please help

i am a registered user still i get the message i am not allowed to edit or create page..... why is it so anyone please help me

Where is states "You are not allowed to edit this page.".

I came across this bug when I wished to make an ammendment to: https://wiki.ubuntu.com/JonathanFerguson/NTP
Where I was expecting to see the 'Edit' link, there is instead the non clickable phrase 'Locked Page'.
It is in this line of text "Show Parent Locked Page Get Info Subscribe" near the top of the page.

I searched the internet using bing.com and there is another person with this same problem, whom posed their query at: http://askubuntu.com/questions/723611/unable-to-edit-create-pages-at-help-ubuntu-com

I guess that my last alteration to the Ubuntu wiki was at '21.02.2016 07:24:13' per: https://wiki.ubuntu.com/JonathanFerguson/Quagga?action=info

I have performed a Print Screen demonstrating the non-congruence of the Ubuntu Wiki.

Note that towards the top right of the screen that the Ubuntu Wiki specifies "Logged in as Jonathan Ferguson", then look towards the top left of the screen where it specifies "Locked Page".

As I mentioned previously, that when I go to a previously visited address such as https://wiki.ubuntu.com/JonathanFerguson/Quagga?action=edit where I receive the error message "You are not allowed to edit this page.".

I cannot think of anything that I have done that could have induced this bug, therefor I do not have a method to reproduce this bug.

Can this bug be resolved on Launchpad, or do I need to email an entity such as <email address hidden>?
