drop down menus not working mouse is not working properly

I did a complete install of 14.4 64bit. on the old 36bit on pages I would just mouse over things and they would open. also I see the mouse is not changing from the "I" to a finger or the arrow until I click on something and on Grammarly Spell Checker I now have to click on a misspelled word for it to show me the correct spelling when all your suppose to do is mouse over it, this is a problem because clicking on the word, the other menu opens up, blocking the Grammarly Spell Checker.

more info. I see on you-tube that when I mouse over the video I have to click on it to make the player controls pop up, this stops the video and the mouse disappears from the screen, it does come back when I move it off screen a few times. like down to pop up the dock.

I just tried it on firefox and it is working fine, so it's only on chrome.
