Ubuntu philosophy and roots, gives information about how to contribute
to Ubuntu, and shows how to get help with Ubuntu. this is the version

10.10 reaches the end of its life in 2012. You need a new install. https://wiki.ubuntu.com/Releases

I suggest you wipe Maverick off the system and do a clean install of Trusty or Xenial.

Ubuntu publishes new releases of its operating system twice a year (usually in April and October)
The numbering scheme is year and month of the publication.
Support period nowadays is nine months, but the April version in even years gets five years long time support.

The release 10.10 that you have is no more supported, and it does not make much sense to try upgrading this system to a higher version.

The recommended procedure is
create backup copies of your private files to another medium (e.g. an USB-connected hard disk)
download the installer of a supported Ubuntu release
install a supported version overwriting your current version
restore your private files from backup.

You should install either Ubuntu 14.04 (long term support) or 15.10 (supported until July).
Both version will allow upgrading to Ubuntu 16.04 which is due to be published end April, and will receive five years of support.
