Can't use apt-get because of proxy issues

I am using Ubuntu 15.10. I have been trying to use apt-get to install grace and fortran and gksu but it's always failed. I have also tried the following:

1. sudo apt-get update
2. sudo apt-get install grace
3. sudo env http_proxy=http://username:<email address hidden>:port apt-get update
4. editing my profile by adding export http_proxy=http://username:<email address hidden>:port (but it won't save because it says that I don't have permission to edit my profile)
5. deleting apt.conf file (but it won't allow me to delete it; access denied)

Hi, Manfred! I just tried that and I only got this response: You do not have the permissions necessary to save the file. Please check that you typed the location correctly and try again.

You need to put the proxy settings in /etc/apt/apt.conf

There is a set way to add them. Lots of guides online.

Which file did you try to change?

If you do not have the rights to change your own ~/.bashrc file, then something is severely misconfigured.
If you want to change /etc/apt/apt.conf, then you have to enable administrative authorizations , e.g. by using "sudo", e.g in a command like
sudo gedit /etc/apt/apt.conf

What is the output of the commands

ls -la ~/.bashrc
ls -lad ~
whoami
