update manager error and synaptic conf.file missing

I am using 8.04 E: ERROR: could not create configuration directory /home/root/.synaptic - mkdir (2 No such file or directory) I get this message when I try to run update and when trying to open synaptic. I was able to open terminal and ran sudo apt-get update, which worked.I tryed to run simple restore and it crashed but I cant run bug report because it locked and wont let me access it.I could not get into root. Dont know if this has anything to do with it. Thank you
