How can Ubuntu recognize fglrx proprietary driver and booting correctly?

That's a question I would like to ask because I come from other distros (Arch Linux, Gentoo)
And when i have to install the fglrx proprietary driver, I have to create the initial xorg.conf by "aticonfig --initial" and put "nomodeset" in the kernel command line. My question is: Why I don't have to do that in Ubuntu? I have 15.10 and I also tried to disable gpu-manager but Ubuntu still booting correctly. How this system works?

dmesg may tell you. If it works then I wouldn't question it. You may anger the AMD gods

Or /var/log/Xorg.0.log
