Unable to locate package libapache-mod-security

hi , im trying to install mod security on my ubuntu 12.04 and eveytime i use sudo apt-get install libapache-mod-security i get this result ,

E: Unable to locate package libapache-mod-security
please help

Have you enabled the universe repositories?

Where did you get the instruction to install a package with that name?

Note, apparently the equivalent package on trusty and later is named libapache2-mod-security2

What is the output of the commands

uname -a
lsb_release -crid
apt-cache policy
dpkg -l | grep apache
