Can I change the repositories or sources.list file on a usb stick to receive all updates from the repositories. I am trying to install java on a ubuntu usb.

Yes, you can.
Go to menu System / Administration / Software Sources or edit the file /etc/apt/sources.list manually (you will need administrator rights to do it).
