Horizontal stripes on pics with using Kernel 4.2.0

I upgraded from 15.04 to Ubuntu 15.10 wily, Gnome 3.16.2, Kernel 4.2.0 - 16 - generic
I have a Intel(R)Pentium(R)DualCPU E2200@2.20 GHz Freq 2203 MHz 1024 KB
I do use a Win XP on the same hardware but not for Internet.
The phenomenon is the following: Various pics and graphics seem to be cut in horizontal stripes. It starts with the shut-down x of any page and it seems to get worse the longer we are on Internet. Exchanging monitors didn't help. The phenomenon is in Internet while using Firefox a bit better with the other ubuntu browser, but also on desktop applications.

I have tested out the older Kernel Versions. The horizontal stripes are only when I use Kernel 4.2.0.16, 4.2.0.17 or 4.2.0.18.
With the older version of 3.19 everything is ok. Where can I report this bug of the latest Kernel versions?

If you log in as guest, is it OK?
Have you tested your RAM using Memtest86 from Grub?
Have you checked the cable from the system to the screen is OK?

Thank you very much for the fast response!

1) With guest log in there is the same problem - horizontal stripes in some pics and graphics

2) I changed the cable to a new one - still not ok

3) Memtest86 -> there was no error

It must be something else

I still have horizontal stripes on various pics and especially when using Firefox. Does anybody have an idea?
