Upgrade Ubuntu advice

       I am a novice at Linux. If you have advice, or an answer to my question, please give a full explanation, so that I may understand it. Please do not omit any steps in the instructions, or I will probably not be able to complete them.

     Ubuntu 15.04 laptop.

      I am ready to get Ubuntu 15.10. I am aware of the choice between a direct upgrade, or a complete format and reinstallation. My understanding is that on Windows, it is always safer to perform a complete format and reinstallation, or the upgraded OS will have a higher chance of producing bugs in the long run. If Ubuntu is upgraded to a newer version without a complete format and reinstallation, will Ubuntu have a higher chance of producing bugs in the long run? Please include a formal article backing up your opinion on this matter, thank you.

The success or failure of an upgrade to 15.10 is supported but results vary (just as they do in Windows). A clean install will always give a guaranteed result as there are no old files from the previous install that could possibly cause issues.

Its just as varied as Windows. Sometimes its faultless, sometimes its a pain. If you use proprietary video drivers then I would definitely shoot for the clean install.

          My Ubuntu 15.04 / 15.10 Laptop uses built-in Intel chipset and the Intel Graphics Installer For Linux.

I'd recommend removing the Intel installer driver if possible then upgrade. Keeping the OS as close to the default Canonical packages is advantageous. Also disable any PPAs you may have enabled.

          Ubuntu 15.10 has disabled almost all of my PPAs for me. My guess would be that the Ubuntu community would keep up with the updates of Ubuntu versions, but the evidence in front of me communicates that they do not. If a noob user like me can somewhat keep up with the updates of Ubuntu versions, then higher level users should as well, that would be logical. Perhaps they know something I don't. Maybe they are waiting for the bugs to be discovered and fixed -- I used to do that with Windows.
          The evidence that I see on my PC at the moment, is that Intel Graphics Installer For Linux works for Ubuntu 15.04, but not Ubuntu 15.10. Separate from the Intel Graphics Installer For Linux, the actual driver itself I installed using Intel Graphics Installer For Linux when I was using Ubuntu 15.04, and now that I have upgraded to Ubuntu 15.10, I have experienced no graphical problems. I have not yet tested my driver on any videogames, as I have none anymore. Thank you for the advice, Mr. Parsnip.
