Why ubuntu did not include denyhosts ver 3.0?

If there is not a significant reason to upgrade a package then it will remain in favour of packages that have issues.

If you report a bug and the security and bug fixes are significant then the package will be updated. If the gains are slim then the package will remain.

Ubuntu is not a rolling release so packages may sit on older versions. This is especially true in the LTS releases.

If you read https://bugs.debian.org/732712 you will see that one and a half years ago the package denyhosts was removed from debian because it had errors and was not maintained any more. Ubuntu was following the decision to provide no version of denyhosts any more with trusty and later Ubuntu releases.

If there is now adequate development and bug management for denyhosts again, then it might be added to Debian and Ubuntu again.

You could create a request to package this new version in the bug trackers of Debian and Ubuntu.
