gconf started not correctly under a fresh install of Kubuntu

My application depends on gconf. When I install my application under a fresh Kubuntu my application just quit because gconf is not started correctly. It creates the director .gconf in the home directory but with the user and group set to root and permissions only set to root.

Removing the .gconf directory and rebooting the system works around the problem but this is no solution.

If I try to write a bug I come to »How to write a bug« and not to the desired bug page.
